Strict hardware verification for mandatory camera capture

I want the system to strictly block access to an exam if the camera is not active or enabled, especially when video capture is set as mandatory. Currently, students can answer "Yes" to the confirmation prompt "Confirmez-vous être bien devant la caméra" even if their camera is off or disabled, which allows them to bypass the proctoring requirements. The system should perform a technical hardware check before allowing the student to proceed, rather than relying on a declarative confirmation.
