Tag display bug after import / page refresh required

We have a problem with tags and skills.
We try to import a topic with skills or tags but it doesn't import.
I've tried everything, from adding the tags and skills at the beginning to changing them in the Excel columns, but nothing works.
And yet the attached file contains the tags

it's OK, there was a display bug and I need to refresh it
